- In early 1990-s the inefficient nature resource management, poor environmental protection efforts and large-scale development of heavy and chemical industries contributed to degradation of the eco-system of the Dnieper basin particularly in the middle and low sections of the river. Degradation of the ecological condition of the Dniepr river basin entailed both the transboundary impacts for the Dnieper countries and the global impacts for the eco-system of the Black sea, the European bio-sphere and climate. These challenges highlighted the need for radical measures aimed at enhancing ecological rehabilitation of the Dnieper river basin. The UNDP-GEF joint program for the rehabilitation of the Dnieper river basin intended to improve the ecological situation has been implemented in the Republic of Belarus , the Russian Federation and Ukraine since September 2000 (further referred to as the Program). ... During 3,5 years the experts from three countries carried out a detailed study of the ecological situation in the Dnieper river basin and summarized the findings in the paper Transboundary diagnostic analysis of the Dnieper river basin. The obtained data have helped to develop the Dnieper Basin Strategic Action Program (SAP) and the National Action Plans (NAP) intended to serve as the instruments for SAP implementation at the national level. SAP and NAP provide for a set of measures on enhancing environmental protection and efficient nature resource management in the Dnieper basin and are aimed at addressing strategic transboundary and national environmental concerns. Both the government authorities and non-governmental associations (NGOs) of the Dnieper countries should be engaged in the implementation of the Strategic Action Program and the National Action Plans. Three national and two international forums of NGOs intended to involve local communities in addressing the Dnieper problems were held within the framework of the Program. ... The ways of engaging local communities of the three countries in the development and implementation of the Strategic Action Program and the National Action Plans on the ecological implementation of the Dnieper river basin topped the agenda of the Forum. ...
