- In 1993, the Energy Consumption Division (ECD) within the Energy Information Administration (EIA) started a project to develop indicators for energy efficiency. The first product was a beginning report, Measuring Energy Efficiency in the United States’ Economy: A Beginning. This report was subsequently used as the focal point for a series of energy-efficiency measurement workshops for each sector of the United States.
